Where is the City Center of Colorado Springs?

The center of Colorado Springs was on East Van Buren Street until the annexation of the Banning Lewis Ranch in 1988, when it shifted east to a point south of Maizeland Road. Subsequent annexations have pretty much balanced out between north and south since then.
