Controversial development south of Monument gets go-aheadThe Willow Springs, a 248 acre residential development to the west of I-25 and north side of Baptist Road, could become a 450 home project. The El Paso County Commissioners approved the rezoning and a conceptual plan. The issue of content is the formula being applied to the dwellings per acre. Under the county's formula it is 1.82 dwellings per acre. Under the resident's calculation it is 0.55 units per acre. 106 acres are precluded from development because it is a Preble's meadow jumping mouse habitat and will be designed as open space. A 4.5 acre park and 11 acres for right of way are also included in the plan. Click here for details
